Founding Declaration of Korea Arctic Research Consortium


With climate change, the Arctic is experiencing remarkable change. As dramatic environmental change of the Arctic affects not only Arctic nations but the global community, it prompts international cooperation in both the economic development of the Arctic as well as protecting the Arctic environment. On the one hand, with the melting of Arctic sea ice, there is a growing interest in the international community on the developmental potential stored in the Arctic, as well as the potential economic usefulness of the Northern Sea route. Therefore, the time has come to establish a more comprehensive and multifaceted perspective on the Arctic.


With obtaining observer status in the Arctic Council in 2013, Korea has been engaged with the international community in not only dealing with global issues in the Arctic, but has been committed to doing our part in fields of science, economy, policy as a member of the international community. Furthermore, to build up stakeholders’ capacities in the economic developments around the Arctic, Korea involved experts from government, industry, research and academia to successfully establish a Master Plan for Arctic Policy.


Thereupon, we establish Korea Arctic Research Consortium for the intensification of research activities that were decided on in the Master Plan and the engagement of national Arctic research agencies and organizations with Arctic states to work on the present challenges that are being addressed.      


For the development of a systematic performance system, discovery of innovative and multidisciplinary Arctic research work, creation of new opportunities to build up cooperation between Arctic researchers and research agencies, and contribution in research, economic activities and policy development of Arctic states, Korea Arctic Research Consortium will carry out the following roles:


Our Consortium will carry out all general activities for the cooperation and revitalization of Arctic Research, and actively support national Arctic Research.


Our Consortium will discover and propose new multidisciplinary research collaborations for the revitalization of Arctic research.


Our Consortium will mutually cooperate to strengthen the foundation for the execution of multidisciplinary Arctic research. 


Our Consortium will share the results and information from the multidisciplinary research for further development.


Our Consortium will actively promote and support international cooperation in the case that it is needed.


By carrying out these roles, with Korea Arctic Research Consortium as the base, cooperation between Arctic researchers and national Arctic research institutions will be revitalized, while the foundation for Korea Arctic Research will be successfully expanded.


In addition, by actively participating in the work to solve climate change, environmental issues, and other ongoing issues in the Arctic, as well as building up cooperative foundations for new future developments, Korea will be committed to carrying out the responsibilities of a stakeholder in Arctic issues and through systematic Arctic cooperation, contribute in creating new opportunities.
